More details at Airliners.net - Golden Gate Airlines launches new services

Looks like they want to start JAI, ATQ, GOI, COK with 2X weekly in December, followed by BOM in March 2007. What's surprising is that the bilateral with India allows only 14 frequencies/week, of with OS is already using 12. So I don't know how Golden Gate is going to get permission to launch additional services.

is there a possibility that they maybe starting as charter, and in that case a different set of rules apply.

Chances are there. But I dont know about the rules. Few years before some mallu associations in Vienna were about start charter service to COK or TRV. After QR and EK started their service, I think they give up their decision.

Not too long ago, some Sardar was planning flights from the UK to Indian cities as well.

Maybe its just a Sardar thing.  Just give it a few more months and some Sardar from Reykjavik will start dreaming of starting flights from there as well.
