How does one set up an AIRPORT here

Some information I need for my research....
 
1: How does one set up a AIRPORT in a country like INDIA.
 
2: Permission required from where & how.
 
3: Cost of set up. Runway, Airport building, Hangers,Fuel tankers, etc....
 
4: Geographic maps or is that cartography,
 
5: Time consumption for the execution of total project.
 
6: Connectivity with Metro cities, Delhi , Mumbai, etc.
 
7: People on Board, i mean who all need to be there.
 
8: Inviting tenders & Investment from Abroad.
 
9: Airline tie-ups

Me not technically related to aviation but let me suggest the an answer to the 2nd one on permissions...


I guess u have to take the permission from the State Govt. most importantly from the city where its to be built up and then maybe even from central Govt. and definately from the Civil Aviation Ministry and the DGCA


Hope it does help a bit
