The UAE emirate of Ras Al Khaimah is targetting India as a major market for its airline, RAK Airways, which plans to start operations in January next year.
RAK Airways plans to start operations with a Boeing 737 it owns and a Boeing 757 on lease.
In its first year, the airline will fly twice a week to 15 destinations in India and Iran, said CEO Jack Romero, who indicated fleet expansion plan from two aircrafts to over 10 aircrafts in the short-term.
It is wooing passengers with liberal baggage rules, including a 45 kilogram free allowance and 10 kilogram hand baggage, media reports said.
It is also enticing passengers with pick up service to neighbouring emirates of Sharjah and Dubai.
The airline will primarily serve businessmen and tourists.
By the end of the third year, Mr Romero said, the carrier should turn in a profit even assuming oil at 100 dollars a barrel and 39 per cent occupancy on its flights.

DOHA • Indian Airlines is actively studying the possibilities of operating direct flights between Doha and India's financial capital, Mumbai and destinations in north India, to serve the large expatriate Indian community here, Shailesh K Sharma (pictured), the airline's new manager for Qatar, disclosed yesterday.
In an interview with The Peninsula, Sharma, who arrived here about a fortnight ago, said, Mumbai is an important hub for Indian. "We can carry passengers from Doha to Mumbai and offer them excellent onward connections within two to three hours to any domestic sector in India. We are exploring the possibilities of offering flights to Mumbai by speaking with members of the expatriate Indian community and its various organisations and the Indian embassy," he added.
The bilateral Air Services Agreement (ASA) between Qatar and India, he said, would permit such flights since India follows an 'Open Skies' policy with Qatar.
Dubai, Sept 19: India will be holding talks with the UAE and Oman on allowing new routes for Gulf carriers into the country.
Ajay Prasad, Secretary, Ministry of Civil Aviation, said on the sidelines of an aviation conference here that he would be holding talks with Oman in October and with the UAE this winter over new routes to the Indian market.
He also said that negotiations between India and Qatar last month resulted in new concessions.
Promising the same concessions during the upcoming talks, he said "each of these talks will result in more rights".
"Half a dozen Indian cities are being opened up to foreign competition," he added.

"Keeping pace with growing needs of the passengers for convenient timings, additional capacity and flexibility of schedule, Indian now introduces its second daily flight on the Dubai-Delhi-Dubai sector with effect from November 5, in addition to the existing flight thus making double daily flights out of Dubai to Delhi," Pankaj Srivastava, regional manager Gulf, said in a statement.
The new flight IC897 will depart from Delhi at 7.50am and arrive in Dubai at 9.45am. The same flight from Dubai would depart as IC898 with departure at 11am and arrival at 3.30pm in Delhi.
"With this additional flight, passengers would have multiple choice of travel to Delhi and can have more flexibility in their travel plans. The new service will provide convenient connections to Amritsar, Ahmedabad, Kolkata and other cities in India.
"This flight will also provide excellent connections to Southeast Asian destinations such as Singapore, Bangkok and Kuala Lumpur," he said.
With this new flight Indian would now be operating 42 flights per week from Dubai to Indian destinations Delhi, Jaipur, Chennai, Hyderabad, Calicut and Mumbai. The number of flights operated by Indian Airlines from the UAE to India has gone up to 81 per week.
The capacity growth in terms of number of flights in the last two years in the UAE has been more than 100 per cent.

International airlines SriLankan Airlines operates 11 services to Colombo weekly, Oman Air and Gulf Air operate daily services to Muscat, Silk Air operates to Singapore daily, and Emirates operates daily flight service to Dubai, except on Mondays. Emirates also operates an additional service to Dubai on Sunday.
Low-cost airlines like Air Arabia operates daily flight to Sharjah and Jazeera Airways operates three flights to Kuwait weekly. Kuwait Airways and Mahan Air operate to Kuwait and Bandar Abbas four flights in a week, respectively. Qatar Airways and Saudi Arabia Airlines are scheduled to operate to Doha (5 flights) and Riyad (2), Riyad/Damam(1), respectively.

DUBAI — RAK Airways, UAE's fourth national airline, will receive its first two aircraft — a Boeing 757-200 and 737-300 — by the end of this month and hopes to conclude a separate aviation accord with India in time for launching services by the first quarter 2007.
The newest UAE airline, which will make its debut by flying to five Indian destinations and four Iranian destinations, is also in talks with several Indian carriers for an interline agreement.
Dr Khater Massaad, CEO of RAK Investment Authority and Managing Director of RAK Airways, said the airline expected to secure regulatory approvals for flying into India by the first quarter 2007.
Speaking to Khaleej Times, he said RAK Airways would not seek to be a low-cost carrier but will be a full service carrier. "Our goal is to develop Ras Al Khaimah International Airport as a gateway to the Gulf. Currently, the airport is under-utilised and our priority would be to create sustained air traffic growth."
Dr. Massaad said the launch of the airline would give a new impetus to the ongoing developments of the emirate. "We expect to see all-round growth in passenger and tourist traffic, cargo handling and free zone activities," he said.
The RAK International Airport will witness substantial upgrading of facilities as part of the launch of the new airline.
Jack Romero, CEO of RAK Airways, said a leased Boeing 757-200 in RAK Airways livery will be taken delivery on November 25, while the 737-300, bought for $8 million, will join the budding fleet by end-November. The six-year-old Boeing 757-200, priced at $30 million, was leased from Iberia Lineas Aereas de Espana SA.
Initially, RAK Airways will operate weekly three flights to New Delhi and Mumbai and two weekly flights to Trivandrum, Cochin and Chennai. It will operate thrice weekly services to Teheran and twice weekly flights to Shiraz, Isfahan, Bandar Abbas in Iran, Dr Massaad said.
He said the airline will be flying to most Gulf destinations as well as to Lebanon, Egypt and the CIS countries and Europe by the end of the third year.
Romeroa said the airline would spend around $1.6 billion on new aircraft. "In three years, we will replace our fleet with larger aircraft, either by Boeing 787 Dreamliner or Airbus A330-20. In five years, we will have a fleet of 10 aircraft," he said.
By 2008, the airline will be ready to expand operations to more destinations in India, Pakistan, Sri Lanka and Bangladesh.
Romero said the airline will be ready for launching operation by December, but will have to wait for necessary approval for the rights to operate to India. "We are looking for a commercial partner and are negotiating with SpiceJet and Air Deccan for code-sharing agreement."
He said the airline would also like to talk to Jet Airways and Indian Airlines on an interline agreement. An agreement with domestic airlines would help passengers to travel to other destinations within India, he said.
"We are scouting for an airline where we can share synergy in the commercial operations,” he added.
Also in the pipeline is the setting up of an aircraft financing unit that will raise capital to buy new planes that will be leased back to the airline.
Set up in February 2006 with an authorised capital of Dh1.5 billion, RAK Airways raised an initial capital of Dh850 million through private placements.

AIR-INDIA registered a year-on-year growth of 11% in its business from Doha last year, its country manager Debashis Golder said.
Speaking at a ceremony held to honour its top-selling agents, Golder said the current year looked even better, with the results showing a 22% improvement up to October.
He thanked the travel trade, corporate sector and the media for their support.
Indian ambassador Dr George Joseph complimented the airline’s team for the good performance and thanked the trade for promoting India as a destination.
Regional Director of the airline Sanjeev Talwar, who came from Dubai for the function, added that the aviation market in India, fuelled by the high GDP growth, was booming.
To compete with the mega airlines operating into India, the merger of Air-India and the Indian was necessary. The merger would not only bring the required fleet strength but also bring in synergies in the network, he added.
The airline hosted the awards ceremony at the Doha Club on Tuesday. The evening started with an entertaining and informative audio-visual presentation on the platinum jubilee year of the national carrier.
Sales manager Joseph Sebastian conducted the award ceremony. Mannai Travel won the Silver award, and the Gold went to Space Travel while the Platinum was awarded Tourist Travel Bureau.
Performance awards were given to Rayyan Travel, City Travel, Al-Qayed Travel, Trans Orient Air Services, Gulf Travel Agency and Regency Travel.
Darwish Travel Bureau, the GSA for the airline, won the highest sales award. A special award was given to Qatar Tours for the highest growth shown during the first half of the year.
In a vote of thanks, customer relations and airport manager Vijaya Sagalgile appreciated the industry’s support and the contribution made by every member of Air-India team in Doha.
