There are a number of cities which had regular air services in the past but now do not, generally due to lack of demand. This can be seen from the airline websites. A few which come to mind are:
Surat (only up to ATR) Agra
In the distant past:
Car Nicobar (IC for a short time) Kota Rourkela Jamshedpur Cooch Behar Khowai, Kamalpur and Kailashahr served by Dakotas from Agartala till the 70s.
and many obscure places connected by Vayudoot in the 80s. It is difficult to find some of them on a map (eg Osmanabad, Daparizo, Ziro) and other slightly better known places like Neyveli, Tanjore, Ramagundam. Typically Vayudoot would inaugurate flights with great fanfare but would quietly withdraw them a couple of months later.
The Jagson website mentions that it currently flies to Pantnagar, Dharmasala, Jaisalmer etc but I have grave doubts as to whether this website is showing correct information. Does anyone know more about this?
Dont know about Jagson but the airports u mentioned have a very low load factor but yes it can be connected by something like dorniers if airlines want

Proposal was there in the 80s to convert the race course into a runway. The idea ended, fortunately, in the dustbin.
Ooty has a helipad and that will do. Don;t want planeloads of crazy tourists.
Kodaikanal has the same problem.
Any airport in these parts will create problems as Forest Department land willhave to be delisted. Currently, preserving natural wealth is a huge issue here rightly so.
As suggested earlier, a heliport will do just good. This will be relatively inexpensive and easy to implement. An operator can run shuttle services every 15-30 min - something on the lines of what Deccan Aviation operates at the Vaishnodevi shrine.
The frequency of services can be increased/decreased depending on the demand/season.
BTW - a heliport apparently exists somewhere in/near Ooty. I saw a helicopter climbing up the valley as I was descending down the hills in the Ooty-Metupalaiyam hill train.
