NEW DELHI: It's that time of the year again when dense fog grounds flights and passenger inconvenience takes off.

Even as the government is busy cracking the whip on airlines and directing them to train pilots on using CAT-2 and CAT-3B landing assistance system, they seem to be ignoring one fact: None of the fog-hit airports in India, besides Delhi, have a CAT-2 system installed for assisting flights.

So, if a CAT-2 trained pilot was to take off from Delhi during fog, it cannot land at any of the dozen-odd fog-hit airports as they are not equipped with the systems that assist such an operation.

A CAT-2 system enables pilots to land and take-off when runway visibility drops to 500 metres, while the CAT-3B system can assist flight operations at runway visibility levels of mere 50 metres. It's not that the government has never tried to upgrade the fog-hit airports, it's just that the efforts hit on-ground turbulence.

"We had started the exercise of installing lights around Lucknow airport to make it CAT-2 compliant. But these lights got stolen at night, putting us back by a few months," said an Airports Authority of India (AAI) official.

Several thefts later, AAI has managed to get the systems installed in Lucknow and Kolkata, but these are not operational yet. "We will have them operational by the time dense fog hits this winter."

Dense fog, which reduces runway visibility to zero levels, mainly hits airports in Delhi, Kolkata, Srinagar, Lucknow, Guwahati and Ranchi. Leave alone other cities, Delhi's IGI airport has the landing assistance system installed only on main runway. So, when fog sets in, the second runway becomes useless.

Then, there's the issue of trained hands. All of Indian Airlines' 400-plus pilots are CAT-2 trained, while only half the pilots with other airlines are certified. "But what good would come out of being trained on CAT-2 system when we cannot put it to use outside Delhi?" said a pilot.

As for CAT-3B, only Indian and Kingfisher have pilots trained to operate flights using this system. The airlines' fault doesn't end here. Did you, for instance, know that more than half the aircraft in the country and the ones on order are not compatible to operate using CAT-3B systems?

Here's why. Besides airports, even aircraft have to be fitted with a special transponder-like unit that assists the pilot under CAT-3B systems. Only Airbus provides these systems as standard fitment on all its planes.

With Boeing, airlines have to buy this equipment separately. For airlines, not buying them mean some precious dollars saved. "So, wouldn't it make more sense to first fix norms on aircraft fitments and then push training?" says an analyst.

The government has, meanwhile, given airlines a roadmap to ensure that all pilots are trained on CAT-2 and CAT-3B by next year. It has also relaxed norms to ensure that more pilots are certified under the CAT systems.

4 th runway to be constructed if demand arises after 2020

NEW DELHI: GMR, which is leading a joint venture to modernise the Delhi airport, on Tuesday said it would construct a fourth runway here to cater to a projected 37 million passengers.
Initially, the GMR led consortium had planned to add a runway to the two already existing at the IGI Airport.
"We will add a fourth runway to the Delhi International airport after 2020 depending on the passenger traffic," Delhi International Airport Pvt Ltd (DIAL) Managing Director Srinivas Bommidala said here, hours after the Supreme Court upheld the award of airport modernisation contracts to GMR and GVK Groups in Delhi and Mumbai.
Bommidala said the Delhi airport had already started contributing 30 per cent to the overall revenue of the Group.
DIAL started the modernisation project from May. The first phase of the project is expected to be ready by March 2010.
Bommidala said the proposed third terminal at the Delhi International Airport will involve an expenditure of Rs 375-400 crore and will be completed by March 2008.
The third terminal, 1-C, will function in place of terminal 1-B, which will be closed after the new terminal is completed. Terminal 1-B caters to the departures of most of the private carriers.
"Once the whole airport modernisation is complete by March 2010, terminal 1-C will be converted into a low cost terminal," he said.
Bommidala said the new terminal will not increase the cost of the entire airport project pegged at Rs 7,000 crore.

"Delhi's domestic airport will be transformed in a few years. It will have a new common terminal for domestic and international flights, an exclusive terminal for low-cost carriers, and a third runway big enough to handle large aircraft like the Airbus A380s.


At the Delhi airport, DIAL will construct a new runway alongside the existing runways — 9-27 and 10-28. The 4,400-metre-long runway will be the longest in the country and be able to handle large aircraft like the Airbus A-380s. Bommidala said it would be ready by March 2008.


Before that DIAL will construct a new terminal — 1C — between the existing terminals 1A and 1B. Currently, terminal 1A is used mainly by Indian Airlines (Indian), while 1B is mainly used by private airlines. 1C is expected to be ready by March 2008.


Bommidala said after the construction of the new international-cum-domestic terminal, a single terminal would be created exclusively for low-cost carriers by merging terminals 1A and 1C."

Btw this terminal 1C is it separate from the grand domestic/international combined terminal that they were planning to build or is it the same?I hope it is separate. I am expecting sumthin big here and dun wanna be dissappointed as im sure is true for everyone here

GMR lines up Rs 7000 cr for Delhi airport facelift


BS Reporter / New Delhi November 8, 2006 The GMR-led consortium, which is modernising the Delhi airport, will pump in Rs 7,000 crore to build an integrated airport for the national capital by March 2010 with a capacity to handle 37 million passengers a year.   For the time being, the consortium, to meet the surging traffic, will build a terminal near the existing domestic terminal in Delhi at an investment of Rs 400 crore with a passenger capacity of 10 million a year. The terminal with a built-up area of 75,000 square feet will be operational in 2008. This temporary terminal will be converted into a low-cost airline terminal in 2010 when the new airport comes into being.   “The interim airport terminal, which will be called 1C, will be linked to existing domestic arrival terminal and the terminal operated by Indian Airlines. Once the new airport becomes operational, this terminal complex will be converted into a low-cost airport, while the new building will be an integrated domestic and international airport,” said Srinivas Bommidala, managing director, Delhi International Airport.   The existing 1B terminal, from where private carriers operate now, will be pulled down completely and a new cargo complex will occupy its space. Again, once the new airport becomes operational, the existing international terminal will also be discontinued.   It is expected that with the modernisation, the new terminal building will increase the capacity of the Delhi airport to over 45 million by 2010 from the present 16 million.   The work on the two new terminals will begin in January once the government approves the master plan submitted by the GMR consortium. The consortium will also build a new runway, with 4,400 meter length. The work on the new runway will start in March 2007 and is expected to be completed by 2008 March. This runway will have the capacity to handle super jumbos like Airbus A380. The Delhi airport will have two primary runways and one parallel runway.

Terminal 1C will be an interim terminal till the Mega combined terminal is completed. It will be redesignated as LCC terminal after the mega terminal is functional.

Kishore Biyani's Pantaloon Retail (India) Ltd and its British partner Alpha Airports Group Plc have won a Rs 500-crore three-year, three-month contract to run duty-free shopping at Delhi's Indira Gandhi International Airport, the consortium said in a statement on Wednesday.


Delhi International Airport (P) Limited (DIAL), run by the GMR group, which is busy modernising the national capital's airport. DIAL's first phase of the airport would be ready with the completion of a new integrated terminal building in 2010.


DIAL is a joint venture company comprising the GMR Group, the Airports Authority of India, German airport firm Fraport, Eraman Malaysia and the India Development Fund.


The Alpha-Pantaloon consortium said the stores at Delhi airport will feature an extensive range of products by some of the largest and most popular brands such as Armani, Gucci, Christian Dior, Calvin Klein, Nike and Swatch.


“The brands for India have been selected after careful research in passenger demographics, customer profiling and destination requirements,” it said.


Asia, which now has some of the world's fastest growing economies, accounts for nearly 35 percent of the global duty-free sales, and airports could well turn out to be major hotspots for retailing activity as companies seek to tap footfalls in the catchment area of airports.


Privately built airports in Bangalore, Kochi and Hyderabad are also betting on retail outlets to boost their image and profitability.


“No longer is duty free shopping just about loading up with as much cut-price liquor and tobacco as customs regulations back home allow. Instead, airports are increasingly becoming upscale bazaars, retailing premium goods, electronic products, gourmet foods and fashion accessories,” said a DIAL spokesman.


Alpha Airports Group Plc has more than 140 retail outlets across 40 locations in the UK, Europe, the US, and South Asia. In Asia it has outlets in Kochi, Colombo, Kathmandu and Male.


Srinivas Bommidala, Managing Director, DIAL, said that the Alpha group’s “experience across the globe would provide world class experience to travellers at the Delhi Airport.”

International airport to get a security scanner that sees through  clothes.
 
BANGALORE: It’s a machine that bounces X-rays off your skin to produce a naked image of your body on a computer screen. The device’s graphic projection, from a 1.5 second scan, is meant to help security personnel detect weapons and explosives.
 
Some may cringe at the thought of being undressed by security personnel using such a machine, but it is a reality that passengers will have to get used to.
 
With the threat perception growing in India, the GMR Group’s joint-venture enterprise, Delhi International Airports Ltd (DIAL), is installing a new passenger screening machine, the body scanner, at Terminal 2. “We are on the verge of putting up a body scanner at the terminal,” a DIAL official said.
 
The move has elicited mixed reactions. Nivedita Garg, an executive with an international logistics firm, is apprehensive. “It would be an intrusion on my privacy,” she said. “I don’t know how it will be used. I would be a little insecure about it.”
 
But Navin Nair, a senior executive at a PR firm, said that if the device improves security, he would not worry much about his naked image appearing on a screen. 
 
“What bugs me more is that I have chuck things away,” Nair said. “Recently, I had to throw expensive cologne away. With the body scanner, there will be no such hassles.”
 
SpiceJet vice-president, sales & planning, Sanjay Kumar said people may get touchy about the scanner, but it would be effective in reducing security risks at Indian airports. “People will benefit from it, but it could hurt some people’s sentiments,” he said.
 
A spokesman for the Central Industrial Security Force said it had mooted the plan to install the body scanner at Delhi airport. Only a shadow image would be produced, he said, and the equipment would be operated by members of the same sex. The scanner, he added, would be more ethical than feeling up people to frisk them.
 
The equipment is already in use at many airports, including Heathrow. But it has not been without controversy. The most common argument against the scanner is that it infringes on the passenger’s privacy. In the US, groups like the American Civil Liberties Union and religious organisations are fighting its implementation.
 
To soothe such privacy fears, makers of the body scanner are trying to produce a modified version that blurs out sensitive body parts. Also, to avoid the embarrassment of being scrutinised by the opposite sex, airports ensure that passengers are checked by machines operated by members of the same sex. Airports also ensure that the images are not stored.

I am hoping that the above image is only an indication and not the actual rendering because the exterior looks below std. HYD, BLR and BOM have far snazzier exteriors in their renders.

Keeping fingers crossed. Although the outline of the building is pretty smart I must say.

Same old, same old, actually even worse now, if you ask me as a weekly user both ways, of DEL.


More cycle-rickshaws on tarmac, carting garbage, saw one trying to cut in front of our bus to slime pass a waiting Saudia departure yesterday and managed a couple of still shots.


Toilets are still terrible (no shots of that, though did get one of the ""under renovation" sign which has been there for quite some time now.


Outside, on the right of arrivals, one more "VIP" parking lot for sarkari babu cars &c &c.


Taxi pre-paid counter still does not provide duplicate copy.


Nothing wrong with the terminal, it is the human being that needs change management. Passengers have changed - they can't wait to get going. Airport staff is still the same - they think they are doing the pax a favour.

I would like to think that DIAL/GMR are hamstrung by employee attitudes. Fair enough.


But they still don't have a simple website providing arrival/departure information. Their "PRO" thinks the "P" in "PRO" stands for "politicians and press", and is a person who did Maruti proud when it was a PSU, all he did was handle media and that's it.

Same old same old. Maybe they should hand the passenger handling at Delhi Airport over to the Delhi Metro people.

I have already informed the PRO of GMR-DIAL, Arun Arora as well as hope to see this rectified. I am also informed that some of the airlines have pointed this out to DGCA, especially in view of the runway incursion circulars and onset of fog.

what we see here is typical of any construction site.  What is most worrisome is the most of these people are without proper IDs, and with wives and kids around who knows might upon up "jhuggis" within the perimeter.
Is there any application of RTI over here?

I still feel calling the media is essential... because then some action might be taken and an "inquiry" will be probed!


Having those ricks and kids freaking around there is risky... might get into the runway, etc blah blah... stuff can actually happen

First the high, then the low.


Just when you begin to think that Delhi Airport is getting its act together with fancy designs of futuristic terminals, you get jolted by a shot of reality in the form of cycle rickshaws lollygagging on the tarmac.


If people like this Arun Arora are still in charge, the new Delhi Airport will be a billion dollar jhuggee.
